Background:

Social Impact (SI) is a Washington, DC-area international development management consulting firm. Our global services are in the areas of democracy and governance, health and education, agriculture, the environment, and economic growth.

Objective:

Social Impact is pursuing an anticipated multi-year project funded by USAID/Mali to provide technical assistance in monitoring and evaluation for the USAID/Mali portfolio of projects, covering the following technical areas:

Natural resources and environment
Economic development
Health
Education
Governance and rule of law

The activities are anticipated to include:

Evaluation Assistance: Design, Methodologies, Tools and Implementation for both Performance and Impact Evaluations
Performance Monitoring Assistance: Mission Performance Management Plan (PMP) & Development Objectives, Results Frameworks, Project Monitoring Plans (PMPs), Implementing Partner (IP) Activity-level PMPs
Assessments and Special Studies
Data Collection, Analysis and Reporting of PMP data
Data Quality Assessment (DQA)
M&E Mission and IP Training and Technical Assistance (TA): Strategic Planning, Project Design
Review/Establish Baselines and Targets for 8 projects
Strategic Communication and Strengthened Collaboration

Social Impact is seeking a full-time M&E Director to lead the M&E activities for this multi-year project, and serve as the point of contact for USAID/Mali.

Responsibilities:

Serve as technical expert on monitoring and evaluation activities;
Put in place an M&E system to track performance indicators for effective evaluations;
Train, as necessary, partner organizations on data collection methods, monitoring and selection of performance indicators;
Update data collection techniques and data analysis in coordination with other technical experts;
Assure that evaluation reports are correct and follow USAID and Malian government regulations, and;
Travel throughout Mali as needed to collect success stories and assure quality evaluation work.

Qualifications:

A Bachelor’s degree (advanced degree, Master’s or Ph.D. preferred) in social sciences, international development, economics or a relevant field;
Proven experience in evaluation design, methodologies and tool development;
Demonstrated experience managing monitoring and evaluation activities on international development projects, and provide technical expertise to these activities in one or more of the following sectors:
Natural resources and environment
Economic development
Health
Education
Governance and rule of law
Professional experience in design of performance indicators, Performance Management Plans (PMP), Project Monitoring Plans (PMPs), and M&E data quality and analysis;
Experience in developing quantitative and qualitative data collection instruments;
Experience working on international development projects is required; USAID-funded projects is strongly preferred;
Ability to travel throughout Mali, and work with a variety of government, partner, evaluation and NGO staff, and;
Fluency in spoken and written English and French is required.
